Russian Target

Text

For months, the Belgian Central Intelligence Agency has been trying to gather information about possible elemination targets of the Russian Government. Finally, they managed to intercept some top-secret Russian files. The file is called targetspec, but so far they don't know what to do with the file. The little amount of information that they have been able to collect is stored in the information.txt file. They hope you can provide them more information, and hopefully even the name of the person that the Russian government wants to kill.

Oh, amongst the files they have also included the last intercepted communication between Putin and the top of his army (intercepted.txt). It looks like some normal Russian text. Maybe it can help... Good luck!
