How To Solve

You have to look at the hex representation of the file. You will see that the png header for the file is broken. It wil say "PNPEPE" instead of "PNG". Using a simple editor like Vim, you can replace the "PNPEPE" by "PNG". You can now open the image. Inside the eye of pepe, you find the flag.
